Upon initial Notifications configuration, notifications are not delivered until the service is stopped and restarted. No notifications are delivered until the service has been restarted.
CMS-XML Error:"Message Queue Service is not Available"
Error: "Message Queue service is not available" only displays when the first time Settings are configured. There is no feedback to the user that MSMQ is still not available or not properly configured when saving settings after the first time.
