User has the delete item privilege but the item type LifeCycle(LC) only has $Originator role. It appeared that only the user that generated the item has the role for the first lifecycle transition.
The files that need to be changed are checked-out against the change request meaning that Dimensions creates a relationship between the item revisions and the change request. The type of this relationship is "AFFECTED BY" meaning that the file revisions are affected by this change request.
The above error can occur when the item exists in multiple projects/streams and one of the project/stream are locked. The items will not be actionable or updateable from another project/stream unless the user has the role of PRODUCT-MANAGER for the item's product. Whereas a Baseline is not really linked to a Project, the entry exists only in the history/pedigree records. Indeed, once the Baseline has been created the original Project or Stream could have been deleted and also the Items in a Baseline may not exist in the current Project which is why Dimensions has to use the Global Project to fetch the Baseline. Therefore the Baseline does not take roles from the Project, the same would apply actioning the Baseline.

Dimensions Inet does not look at the Process Modeler file format settings but reads it from IDE Setup settings for the Project Merge Tool. Therefore ensure that the item type is mapped to the appropriate file type under IDE Setup / PVCS Project Merge Tool.
