During our freeze process, there is a point where multiple jobs are submitted from another job and it would appear that passtickets has an issue with that. The first job always seems to work, the second sometimes works, and the third and subsequent jobs all fail. When they fail, the IRR013I message is presented as:

Putting all of this information together, the likely cause of the problem was their PassTicket configuration as these are only used for mainframe-based TCP/IP connections.
