Base Database exports contain $GENERIC product , lifecycles, attribute definitions, update rules, roles and other control plan information. They do not include item revisions, worksets, baselines, users or change documents.

It seem there is timezone difference between two product . The TestBridge documentation specifically mentions synchronizing times between the servers.

Provide the Export File Name and the Log file name and click export . After the export completes, copy the export file to the new system. If Dimensions has not been installed yet on the new system, during the installation when asked for a control plan, instead of selecting GENERIC, you may provide the filename of your export file and this will be used for the new database.

This doesn't necessarily mean corrupt data - it could be a CRB defect. We'll need a database export and the command run to investigate further.
