Configurator not saving license server host or you see this message when trying to login "An error occurred while reading the System table of the database"

After an upgrade or move of the SBM database , you are unable to Apply the changes in Configurator and the License Server information is not saved in Configurator. Opening the SBM System Administrator gives the following error: Database could not be opened.
